Description

Currently operations special to ideals in polynomial rings are located in SparsePolyRing.H -- this seems incorrect. Many of the operations apply to ideals of any sort of poly, and it "feels wrong" to have to include SparsePolyRing when one wants only ideal operations.

The proposal is to move the special operations into their own separate file.
What should this file be called? PolyIdeal is an obvious name, but it would be nicer to have a name which begins with the letter I.

Note that there is already a file called FieldIdeal (which does not begin with the letter I).

Decide a name, and move the operations!
