Description

Right now the version numer for CoCoA is written in 3 different places (CoCoA code, manual, release files).
Copy what is done in CoCoALib to have it only in one place.

I suggest adding
COCOA5_VER_MAJ=5.1
COCOA5_VER_MIN=3

to configuration/version
(they do grow together)

I do not much like the name COCOA5_VER_MINMIN.

A quick look at the relevant page of Wikipedia gives several suggestions for the name of the 3rd element. Among those candidates, my preference goes for PATCH or REV (short for REVISION).
